If you've access to a welder just weld a short piece (2 inches) of muffler tubing the diameter slightly smaller than your heat riser flex hose directly to the header. You only can tack it in two spots when you mate the flat bottom part of the tube to the round header, so it not a major problem.
The air will easily draw in from around the header.

I don't have this done to my truck, but I have had another car I had from somewhere up north that had this done.
The heat shield from the stock thermal installed over the headers is working fine for me. But we also have few extremely cold days here.

On one of the few cold days, I start the truck up and let it run on choke for about 3 or 4 minutes, then shut it off and let it sit for about 2 or 3 minutes. The heat radiating up from the motor will warm the carb enough to bring it above freezing and allow the venturis to work properly.
