Body looks clean. I'm not a fan of the rims or the blacked out grill, but the truck has potential. Current price is $5,000.
I might email the guy just to see what tonneau cover he has.

$5k? I'm impressed. I'm guessing most of that is because of the recent rebuild?

I'd want to see the underside of it before bidding any higher. If the frame was off for the paint job and the suspension has been rebuilt with new bushings and everything, it might be worth 8-10k.
