As always, check and clean all the connectors, and make sure the grounds are good, as a bad ground on DC circuits can inject the most amusing behavior, but it is most likely a bad flasher. It should be serviceable, and cheap. Have you added or removed any lights in the circuit? May have an overload. Is everything actually coming on? A bad ground in one location may not keep it from lighting, as it may ground out through the running light circuit, but it could cause some amusing light patterns between running lights on or off.
