a bouncy tachometer meant trailing ignitor is failing since the tach gets it's signal from the trailing ignitor.
i'd replace the ignition coils if they haven't already been replaced with MSD Blaster 2's. And couldn't hurt to rewire the coils too with fresh connectors, heat shrink tubing on the connectors. electricity takes the path of least resistance so arcing from coil terminal means electricity's normal path on that circuit has more resistance than normal.
30 year old voltage regulators 'coulda been a contender' for replacement.

I recently read on the club forum that MSD Blaster 2 coils aren't very good. I don't remember if they're lousy on J-109 ignitors, or just plain bad all around. Maybe they're only good with an MSD pumping them? What do you guys think?

on my REPU with 1st gen distributor and no MSD box. No direct fire. Idle smoothed out and she started better. runs smoother and feels like more pow-ah!
MSDB2's have .7-.8 ohms resistance across their + and - terminals compared to 1.4 stock coils.
